Luxembourg Space Agency (LSA)

The Luxembourg Space Agency (LSA) was established in 2018 as the Grand Duchy's national space authority, tasked with implementing Luxembourg's national space strategy and serving as the government's central point of contact for space-related matters. LSA coordinates funding programs, industry support, and international partnerships to grow Luxembourg's space economy.

LSA is best known for spearheading the SpaceResources.lu initiative, launched in 2016, which positioned Luxembourg as the first European country to establish a legal and regulatory framework recognizing the ownership of resources extracted from celestial bodies. The agency supports space-resource utilization research, in-orbit servicing, and downstream space applications through grants, business incubation via the Luxembourg space cluster, and co-investment funds.

LSA maintains close cooperation with the European Space Agency (ESA) as a member state contributor, and works with the Luxembourg Space Agency's national incubator ESRIC (European Space Resources Innovation Centre, jointly run with ESA and the Luxembourg Institute of Science and Technology) to support startups in space resources, satellite communications, and Earth observation.
