The Ruta Block 1 established the baseline of the RUTA cruise-system architecture. It is designed for precision strike against fixed high-value military targets, utilizing low-altitude terrain-following flight, GNSS-denied-capable navigation, and pre-programmed terminal guidance. This first-generation RUTA cruise-system baseline features INS + GNSS + VNS navigation, with GNSS-denied capability, and is launched via a booster-assisted mobile ground system.
