About

China SatNet (中国卫星网络集团, China Satellite Network Group Co., Ltd.) was established by the Chinese government in 2021 specifically to develop, launch, and operate the Guowang (国网, ‘National Network’) broadband satellite constellation — China’s direct response to SpaceX Starlink. With 12,992 satellite ITU filings, Guowang represents one of the most ambitious communications infrastructure projects in history.

Guowang satellites operate in sub-1,000 km very low Earth orbit (VLEO) constellations using Ka-band frequencies, targeting broadband internet service to Chinese territories and eventually global coverage. VLEO orbit provides lower latency than standard LEO (sub-20 ms vs. 20-40 ms), which is a competitive advantage for interactive applications. The constellation aims to compete with Starlink’s performance while providing sovereign internet infrastructure under Chinese government control.

China SatNet received state funding commitments of approximately 500 billion RMB ($70 billion USD) — one of the largest infrastructure investments in Chinese history. Unlike Starlink’s incremental deployment, China SatNet faces the challenge of manufacturing and launching 10,000+ satellites within a window to protect ITU orbital slots (which expire if not filled). The company is developing domestic manufacturing capacity and has contracted launch capacity on Long March and commercial Chinese rockets.
