About
Rassvet (‘Dawn’) is Bureau 1440’s low Earth orbit broadband internet constellation, designed as Russia’s domestic alternative to SpaceX Starlink. The constellation operates at approximately 800 km altitude (with satellites initially placed at ~500 km) in a 60° inclination, with target throughput of up to 1 Gbps per user terminal and latency under 70 ms. The satellites function as orbital 5G base stations.
Each Rassvet satellite weighs approximately 80 kg and is equipped with Ku/Ka-band communications payloads and inter-satellite laser link terminals developed in-house by Bureau 1440. As of mid-2026, 32 satellites are operational across two tranches: the first 16 launched March 23, 2026 and the second 16 on July 19, 2026. The constellation’s full deployment plan calls for 292 operational satellites by end-2030 (383 total launches planned).
Bureau 1440 was founded in December 2020 and is backed by IKS Holding / X Holding Group, with approximately $5.7 billion in combined government and private funding committed through 2030. Commercial service is targeted to begin in 2027 once 250+ satellites are in orbit. The company estimates 1.5–2 million potential subscribers in Russia and up to 12 million globally across 70+ target countries.
